Logistics Planner (Expert) - Compound Operations & Maintenance

The Contractor shall provide a Logistics Planner to oversee and effectively manage the Compound Operations Maintenance effort.
  • Establish and maintain safety, risk, and environmental plans and compliance.
  • Provide scheduling of preventive maintenance of electrical, fire detection and alarm, voice broadcasting, mechanical and plumbing systems as recommended by the equipment manufacturer and by DoD Unified Facilities Criteria (UFC) and Army Technical Manuals (TM).
  • Shall identify and assign requisite/ample Contractor resources to meet the competing priorities of task/project assigned; however, where trade-offs are necessary (e.g. later delivery of other tasks/projects as a consequence of prioritization decisions), the Contractor shall apprise the COR of trade-offs and impacts. 
  • Implement a customized approach to procurement requirements that expedites the processing of orders for mission-critical equipment and leverages buying power.  These procurements will often require flexible and innovative strategies to effectively meet mandated timeframes and avoid negative mission impact.
  • Establish, staff, and manage a 24 x 7 Help Desk for trouble call reporting, follow up and feedback.
  • Perform analyses of logistics support requirements and resource shortfalls for assigned mission areas and potential mission requirements. 
  • Provide alternative support solutions and options for Government consideration. 
  • Prepare plans, estimates, orders and logistics annexes (i.e., security, deployment and redeployment, transportation services, storage and accountability of property and equipment, sustainment) in support of NGA requirements. 
  • Ensure that each activated function operates according to a relevant Standard Operating Procedure for both that function and location.  If necessary, create a procedure and review/update annually.
  • Provide coordination of, and briefings to NGA leadership regarding logistical matters as tasked.
  • Develop and provide cost estimates, functional plans and resource plans needed to implement NGA requirements, plans and operations.
  • Develop and provide support plans needed to deploy, sustain and redeploy personnel, equipment and supplies in support of NGA plans and operations.
  • Coordinate with Government, contractors and service providers, including but not limited to military support activities and contract support operations as directed by the NGA PMO.  
  • Prepare and coordinate Military Air (MILAIR) shipments using Department of Defense Activity Address Codes (DODAACs).
  • Maintain and coordinate NGA's Defense Courier Service (DCS) cargo shipments up to TS/SCI classification.
  • Perform Logistical Supplies and Services Management providing supplies and services through vendor support using industry approved procurement processes.
  • Provide Mission Vehicle Fleet Maintenance for both CONUS and OCONUS vehicles.

The Contractor shall provide the following reports and data calls:
  • Monthly Maintenance and Repair Report – This report as will identify all facilities related issues and resolutions to include materials expended and specific fix actions taken by ESS personnel.
  • Preventative Maintenance Schedule – This report will identify PM schedule for all facilities and equipment.  This report shall be submitted within 30 days of site occupation and as required thereafter.
  • Personnel Report – This report shall document all the facility technicians performing work under this SOW.  It will include the name and labor category of each technician.  This report shall be provided to the government within 30 days of Task Order award and periodically as/if changes occur.


Facility Projects File – The Contractor shall maintain a project file for each facility/building, within the help desk center.  This file will contain a listing of all equipment by nomenclature and manufacturer’s model number, as well as all manufacturer’s literature, brochures, and pamphlets; maintenance, operator, and parts list manuals; warranty information; a copy of all completed Service Call Work Forms; Preventive Maintenance inspection checklists and forms; and any
other information relevant to work performed during the term of the contract. Facility/building files will be updated as changes occur and shall be made available for review when requested by the COR or ACOR, and turned over to the Contracting Officer within five calendar days after contract completion.
  • Develop a formal Maintenance and Repair Plan within 60 days of site occupation.  This planned will be reviewed and updated annually (as required).  This plan will be made available for COR review as requested.
  • Develop/obtain Product Guides for appropriate facilities and equipment as directed by the COR.  These guides will define SOPs for instructing Government and Contractor staff in the proper use, storage, and disposal of bio-based products; proper maintenance of equipment and other procedures/instructions to accomplish work under this TEP.

Area 82 facilities and facilities support is supplemented by Bagram Airfield- U.S. Army Logistics Civil Augmentation Program (LOGCAP).  Log Planner will liaise with the base Army LOGCAP office and contractor as required to facilitate timeliness and accuracy of base supported services.  These LOGCAP contract services include:
  • Carpentry
  • Metal Shop
  • Paint Shop
  • Sign Shop
  • Horizontal Construction Shop
  • Pest Control
  • Water Delivery
  • Black/gray water removal
  • Laundry Services
  • Trash Removal

Qualifications:
  • 20 years total experience. Specialized experience should be >15 yrs and include at least 3 years’ experience performing and/or managing at least 3 other ESS labor categories.
  • Must have strong oral communication skills and proven success working on teams.
