The position requires the ability to meet critical staffing requirements in a fast paced environment. Managing the recruiting lifecycle for staffing cleared individuals for critical positions.  This individual will be held accountable for delivering the highest quality talent in the market for open positions and pipeline generation for future openings.
 
The successful candidate will be able to provide direction and accept direction, and be held accountable through staffing metrics and reports. Strong business acumen, to lead staffing processes up and across business areas, with all levels of employees and management. 

 
  • Work with the Program Manager/Executives to develop strategic sourcing strategies targeting cleared technical professionals (active and passive job seekers). Partner with Hiring Managers to identify key requirements for each role.
  • Build a continuous candidate pipeline and create leads through various sourcing methods
  • Proactively develop a pipeline of qualified candidates through various sourcing techniques. Ability to conduct Boolean searches to locate candidates with Government Security Clearances.
  • Utilize diverse channels of digital and social media sites for recruitment. Research and recommend new sources for active and passive candidate recruiting.
  • Build and identify networks through industry groups and contacts, association memberships and current employees to identify qualified candidates and expand our talent pipeline.
  • Maintain accurate reporting and fully utilize the Applicant Tracking System (CATS One). Maintain responsibility for entry, maintenance, and integrity of data in the Applicant Tracking System.

Mandatory Skills/Abilities:

 
  • Must be able to manage applicants through an applicant tracking system, maintain confidentiality, and have high ethical standards. Must be able to communicate in a professional manner (written and verbal communication), demonstrate strong organization skills, and attention to detail.
  • Must be able to read, interpret, and analyze program Statement of Work’s for understanding position related qualifications and environments.
  • Strong verbal/phone sales techniques to include closing.  Strong cold calling experience.  Strong organization skills, must be able to multi task and manage several priorities and assignments at one time.
  • Responsible for following and ensuring compliance with all related company policies, procedures, and government compliance. May be responsible for special projects/programs/training. 
  • Source, identify, and screen candidates based on key skills, experience and job requirements. Strong Analytical Skills to create and measure all sourcing activities.
  • Negotiate offers, 'close' candidates, perform reference checks, prepare salary offers and candidate closeout and ensure a positive candidate experience while actively recruiting for multiple critical positions.  Excellent negotiation and consulting skills are essential.
  • Conduct regular follow-up with hiring managers to determine the effectiveness of recruiting plans, sourcing techniques, time to fill metrics and quality of hires.
  • Provide exceptional customer service to internal and external "customers". Must have exceptional verbal and written communication skills with heavy customer service orientation.
  • Team player with the ability to work independently and sustain a sense of urgency with each sourcing request.  Must be able to work in a professional team environment.
  • Demonstrated ability to drive results (strong submittal to interview/hire ratios).
  • Proven skill in networking and developing relationships.
  • Experience with sourcing techniques to uncover talent.
  • Must be able to work extended hours, any shift, or weekends as required.
 
 
Education/Experience:

 
  • Must have full lifecycle technical IT recruiting experience.  A minimum of 2 years' recruiting experience in the Aerospace & Defense industry preferred.  Can have a mix of Agency and Corporate recruiting experience.
  • Working knowledge of general HR concepts, practices, laws and procedures is strongly preferred.
  • Knowledge of compensation strategies and ability to read and interpret compensation data preferred.
  • Candidate’s ability to obtain and maintain a government security clearance desired.
