The contractor shall provide an onsite Program Manager (PM) with knowledge and experience in managing Information Systems and Technology’s projects to be the coordinator between multiple IT projects and major changes to the organization’s strategic IT goals. The contractor shall provide complete program management and administrative tasks to ensure the requirements of the contract are met and to ensure the contractor adequately controls and supervises its personnel who provide the deliverables described within this PWS. The contractor shall provide all necessary personnel, administrative, financial, and managerial resources required to support this contract. Program manager shall ensure all deliverables described in the PWS are delivered on time and provide analysis of project requirements and accurate cost estimates. PM shall provide project coordination and process improvements thru the Quality Control Plan and provide and gather required information to assist with coordination support efforts. The Program Manager shall have the authority to act on behalf of the contractor: The Program Manager shall also be responsible for the following:
Program management and administrative tasks to ensure the requirements of the contract are met and to ensure the contractor adequately controls and supervises all personnel who perform services under this contract.
Have the capability and authority to resolve and respond to issues directly with the COR.
Must be the focal point for all issues and shall keep the Government fully informed, both verbally and in writing.
Communicate project needs, goals, and milestones with appropriate G6 Division Chiefs, Senior Management and Team members.
Proactively manage contract projects and scheduling issues.
Complete the administrative tasks associated with this PWS.
Be familiar with all duties and qualifications stated in the PWS.
Provide project coordination and process improvements thru the Quality Control Plan.
Provide contract oversight to plan and administer projects for the overall program that take place at multiple levels with different goals.
Provide and gather required information to assist with coordination support efforts.
Provide analysis of project requirements and accurate cost estimates.
Ensure employees under this contract are evaluated, and demonstrate subject matter expertise in various IT Security policies, hardware, software, and communication technologies.
Initiate, coordinate, and enforce systems, policies, and procedures.
Supervise contractor employees and communicate job expectations.
Coach and counsel employees.
Establish work schedules and assignments of contractor employees IAW PWS.
Maintains staff by recruiting, selecting, orienting, and developing personal growth opportunities.
Drive process improvement in the product development and delivery process.
Attend meetings directly related to duties IAW PWS to gain insight and/or provide subject matter expert (SME) guidance. Take legible notes and be able to provide them upon request.
Submit Monthly Progress Report (MPR)
Organize programs and activities in accordance with the mission and goals of the organization.
Create and manage long-term goals.
Develop evaluation method to assess program strengths and identify areas for improvement.
Manage and synchronize team with a diverse array of talents and responsibilities across 4 divisions with hindering the G-6, Deputy G6 and Division chief ability to accomplish mission.
Ensure goals are met in areas including customer satisfaction, safety, and quality and team member performance.
Produce accurate and timely reporting of program status throughout its life cycle to include associated IT projects with in G6.
Possess and maintain an active Project Management Professional (PMP) commercial certification at start date.
Possess at least three (3) years of documented proven experience as a IT Program or Project Manager
Have a Master’s degree in an IT related field of study with at least 5-10 years of professional experience, OR Have a Bachelor’s degree in an IT related field of study, with at least 10-15 years of equivalent work experience
Be detail-oriented with a keen focus on quality and continuous improvement.
Demonstrate the highest level of professional through written and verbal communication when presenting products and briefs to senior level management and stakeholder within the CCoE.
Have a thorough understanding of program/project management techniques, methods and tools.
Have ability to interpret business objectives and successfully incorporate those objectives.
Have relevant industry knowledge of widely used systems and subsystems.
Have experience with group facilitation; ability to manage large-scale IT projects.
Have the ability to identify and understand complex problems/issues and develop solutions.
Possess proven ability to manage teams, have demonstrated self-initiative and leadership skills.
Have strong verbal and written communication skills, ability to present to senior management, Division Chiefs and COR.
Be proficient in conflict resolution and resolve concerns/issues related to performance of this Contract.
Possess strong organizational and analytical skills.
Be physically located onsite at Fort Gordon
