SIGINT Analyst Instructor Course Manager

Candidates instruct units on SIGINT collection, analysis and reporting techniques and requirements that support Army, INSCOM, and Army Tactical Intelligence units, all working in concert with local military trainers. They prepare, present and coordinate Army SIGINT training requirements with local training centers and organizations. Training reflects Tactical and Strategic collection systems and capabilities, Defense and National Agency operations, and National systems in support of Army Tactical SIGINT requirements. Candidates provide support including: 
  • Identification of PIRs, SIRs and SIGINT collection and analysis requirements
  • Development of collection management strategies
  • Exercise scripting
  • Function as an Intelligence Observer/Controller during collective training exercises
  • Developing training plans, new equipment training plans, concepts of operations (CONOPS), briefings, and standing operating procedures (SOP) in support of the mission statement and Mission Essential Task List (METL)
 Instructors conduct SIGINT Low Level Voice Operations (LLVI) training and shall integrate and train the tactical equipment used for SIGINT collection, exploitation, and precision geo-location including.

Precision geolocation using LLVI
LLVI team development and exercises in field conditions
Training on the SIGINT Terminal Guidance (STG) system and practical exercises
RF theory
Push-to-talk (PTT) communications
Analog vs. digital signals
Amplitude/frequency modulation systems
HF, VHF, UHF communications systems
Trainers serve as Subject Matter Experts for SIGINT exercises and evaluate equipment, systems, and operators during the exercise. The Contractor shall provide comprehensive feedback on the effectiveness of equipment and the operational capability of the SIGINT operations.
SIGINT Training Course Manager will have minimum of 15 years tactical and strategic SIGINT collection/analysis experience, minimum of 2 years teaching SIGINT applications, BA/BS degree  the ATRRS-hosted Basic Instructor Course. A minimum of 10 years as an Army MOS 35P or 35N or other service equivalent.  

A minimum of 2 years Current TS/SCI clearance with Public Key Infrastructure (PKI) certificates to operate on NSAnet databases. 

Current Oversight training (VUport classes OVSC1000, 1100 and 1800), Intelligence Oversight Officer training (VUport training TOOL1200 and OVSC 2201), Trusted Agent Training (Receive training and certification from a current Trusted Agent) and Unit Auditor Training (VUport training OVSC3101).
