Provides support for implementation, troubleshooting and maintenance of Information Technology (IT) systems. Manages IT system infrastructure and any processes related to these systems. Provides support to IT systems including day-to-day operations, monitoring and problem resolution for all of the client/server/storage/network devices, mobile devices, etc. Provides Tier 1 (Help Desk) and Tier 2 (Escalation) problem identification, diagnosis and resolution of problems. Provides support for the escalation and communication of status to agency management and internal customers. Provides support for the dispatch system and hardware problems and remains involved in the resolution process. Configures and manages UNIX and Windows operating systems and installs/loads operating system software, troubleshoots, maintains integrity and configures network components along with implementing operating systems enhancements to improve reliability and performance.
 
The Level 3 System Administrator (SA) shall possess the following capabilities:
  • Provide support for implementation, troubleshooting, and maintenance of IT systems
  • Manage the daily activities of configuration and operation of IT systems   
  • Provide Tier 1 (Help Desk) and Tier 2 (Escalation) problem identification, diagnosis, and resolution of problems 
  • Provide assistance to users in accessing and using IT systems 
  • Provide support to IT systems including day-to-day operations, monitoring, and problem resolution for all of the client/server/storage/network devices, mobile devices, etc. 
  • Provide support for the escalation and communication of status to agency management and internal customers
  • Optimize system operations and resource utilization, and perform system capacity analysis and planning 
  • Provide support for the dispatch system and hardware problems and remain involved in the resolution process
  • Provide in-depth experience in trouble-shooting IT systems 
  • Configure and manage UNIX and Windows and other applicable operating systems, install/load operating system software, troubleshoot, maintain integrity of, and configure network components, and implement operating systems enhancements to improve reliability and performance
  • Provide detailed analysis and feedback to agency management and internal customers for escalated tickets 
Requirements:
  • Fifteen (15) years of experience as an SA in programs and contracts of similar scope, type, and complexity are required. Bachelor’s degree in a technical discipline from an accredited college or university is required. Five (5) years of additional SA experience may be substituted for a Bachelor’s degree. 
  • For cloud system administration: Within the fifteen (15) years of experience required above –
    • Within the last ten (10) years, a minimum of six (6) years of experience managing and monitoring large Hadoop clusters (>200 nodes) or similar environments.
    • Within the last ten (10) years, a minimum of five (5) years of experience writing scripts using the following scripting languages: Perl, Python, and Ruby for automation.
    • Within the last ten (10) years, a minimum of five (5) years of experience implementing and providing technical support for multi-platform, multi-system networks, including those composed of CISCO and UNIX or LINUX-based hardware platforms, to include the diagnosis and resolution of issues.
    • Within the ten (10) years, a minimum of five (5) years of experience implementing network solutions for complex, high performance systems composed of UNIX or LINUX-based hardware platforms.
    • A minimum of two (2) years of experience utilizing Open Source (NoSQL) products that support highly distributed, massively parallel computation needs such as Hbase, Apache Accumulo, and/or Big Table.
    • A minimum of three (3) years of experience with the Hadoop Distributed File System (HDFS) or similar environments.
